Penn Foster High School Tuition & Review (2026–27): Costs and Alternatives

Penn Foster High School tuition and review 2026–27

Penn Foster High School tuition is a single program price, not a yearly fee: the full online high school diploma program is listed at $1,639, reduced to $1,089 if you pay in full or $1,399 on the monthly auto-pay plan ($55 a month, $20 down) under a promotion the official tuition page says ends on 14 October 2026 (official tuition page, checked 4 October 2026). A third option, the monthly mail-pay plan, costs the full $1,639 at $55 a month with $39 down. The price covers the whole diploma program — digital textbooks and study materials included — and Penn Foster takes $20 off for every high school course you transfer in. Sales tax may be added depending on where you live.

If you searched “Penn Foster High School tuition”, “Penn Foster review” or “is Penn Foster legit”, you are probably a teen who wants to finish high school on a flexible schedule, a parent weighing it for a teenager, or an adult going back for the diploma you never got. You likely want three answers: what you will really pay from start to finish, whether the diploma is accredited and accepted, and what studying there actually looks like. This page answers all three from Penn Foster’s own website, adds what many summaries skip (transfer-credit discounts, the five-day cancellation window, the weekly exam limit, international enrolment), and then compares Penn Foster fairly with Excel High School, The Keystone School and NIJIN GLOBAL ACADEMY — a very different kind of online school, for children aged 6–18, that opens in 2027.

The short answer: who Penn Foster High School suits — and who it doesn’t

  • Suits: adults (18+) who left school without a diploma and want to finish around work and family. Penn Foster enrols learners from age 13 with no upper age limit, and adults without an 8th-grade record can qualify through a standardized test such as the TABE, HiSET, GED or California Achievement Test.
  • Suits: teens and adults on a tight budget. One program price — $1,639 at list, $1,089 paid in full during the current promotion — is lower than a single year at many private online schools that charge per year.
  • Suits: independent learners who want no timetable. The official FAQ says there are “no scheduled class times, due dates, or deadlines”; the fast track is about 6 months and the average about 14 months, according to the school’s own completion data.
  • Suits: students who already have credits. Up to 15 transfer credits are accepted, and each transferred course lowers the price by $20.
  • Harder fit: students aiming for highly selective universities. The course list is a practical general diploma (21 credits, career-focused electives), not an honors or AP catalogue, and Penn Foster itself says college admission is not guaranteed.
  • Harder fit: learners who need a teacher and classmates every day. Help comes on request — messages, cases and one-to-one appointments with teachers Monday to Friday — rather than through live lessons.
  • Harder fit: families outside the US who need a diploma recognised at home. Penn Foster says international eligibility “can depend on what program you’re interested in and where you live”, and that recognition abroad depends on your country’s rules.

What Penn Foster High School is

Penn Foster is one of the oldest names in US distance education. Its website says it was founded in 1890 and has been teaching learners “for over 130 years”; today the wider Penn Foster group runs a career school, a college and a high school, and says it has more than 133,000 active students across all programs. Penn Foster High School is the diploma-granting part, with its listed office in Nashville, Tennessee.

The high school program is fully online and self-paced. Students study 17 core courses (English, maths, science, social studies, arts and humanities, health and physical education) and 5 electives. The electives can be general — music appreciation, psychology — or grouped into career pathways such as Healthcare and HVAC, which let teens explore a trade while finishing school. There is also a “High School Diploma + English Language Training” version aimed at Spanish speakers. Penn Foster describes the diploma as a proprietary program and reminds students that they are responsible for checking that it meets the requirements of employers, colleges and other agencies they plan to approach.

Penn Foster High School tuition and fees (2026–27, official)

Unlike most US online schools, Penn Foster does not charge per year or per grade. You pay one price for the whole diploma program, however long you take. The page carries no school-year label; the figures below are what the official High School Diploma tuition page showed on 4 October 2026, in US dollars. The page also notes that prices are “subject to change” but that price changes do not apply to existing enrolments.

Payment option Program cost How you pay Notes
Option 1: Pay in full $1,089 (list $1,639; “Save $550”) One payment today, no monthly payments Promotional price; page says the offer ends 14 October 2026
Option 2: Monthly Auto Pay Plan $1,399 (list $1,639; “Save $240”) $20 down, then $55 a month by credit or debit card Promotional price; page says the offer ends 14 October 2026
Option 3: Monthly Mail Pay Plan $1,639 $39 down, then $55 a month, payments by mail No discount shown
Transfer credit reduction −$20 per high school course transferred Applied after the official transcript is evaluated Maximum 15 transfer credits
Individual courses Not published on the official site Enrol by phone (1-800-961-6407) Algebra, Biology, Spanish 1 and others listed, without prices
Sales tax Depends on where you live Added to the total cost Amount not published

According to the same page, the program cost covers “the cost of your studies and any digital textbooks and study materials”, plus mobile-friendly coursework, goal-setting and progress tools, “unlimited student support” and career services. The difference between the three options is, in the school’s words, “the dollar amount the credit will cost you” for choosing a monthly plan rather than paying in full. The page also mentions a “first payment match program” on the monthly plans, with full details in the enrolment agreement.

Extra costs, discounts and refunds

  • Financial aid: the official tuition FAQ says plainly that “Penn Foster High School does not accept financial aid”.
  • Employer tuition assistance: accepted if your employer approves; Penn Foster can bill the employer directly or give a quote for reimbursement.
  • Military: the page mentions special offers for active-duty military, veterans and their spouses; amounts are not published on the official site (call admissions for details).
  • Sibling or family discounts: not published on the official site.
  • Testing costs for adults: if you use a TABE, HiSET, GED or CAT score to meet the 8th-grade requirement, you find and pay for the test yourself.
  • Shipping outside the US: the general FAQ says additional fees may apply if anything needs to be shipped internationally; amounts not published.
  • Cancellation and refunds: cancel within the first 5 calendar days for a full refund. After that, the refund depends on lessons completed, tuition collected and the enrolment date; the exact schedule is in the Penn Foster High School catalogue and enrolment agreement, and is not shown as a table on the tuition page.

A worked example using only official numbers

One learner, no transfer credits, paying in full during the promotion: $1,089 for the whole diploma. After the offer ends, the list program cost is $1,639 unless a new promotion is running.

One learner on the monthly auto-pay plan: $1,399 total. After the $20 down payment, $1,379 remains; at $55 a month that is $1,379 ÷ $55 ≈ 25 monthly payments (our arithmetic — the exact schedule and final payment are set in the enrolment agreement). Note that this can be longer than the 14-month average study time, so you may still be paying after you finish.

An adult with 15 transfer credits: the maximum reduction is 15 × $20 = $300, so the list price would fall from $1,639 to about $1,339 — if all 15 credits are accepted after Penn Foster evaluates the official transcript.

Two teenagers, both paying in full at the promotional price: 2 × $1,089 = $2,178 for two complete diplomas, with no published sibling discount. For comparison, a single school year on Excel High School’s lowest plan is $1,950, and Keystone quotes $1,800–$2,900 per full-time year — but those are yearly prices, while Penn Foster’s is for the whole program. For how online costs compare with bricks-and-mortar schools, see our guide to online vs in-person international school costs.

How a school day works: schedule, live classes and time zones

There is no school day to follow. Penn Foster’s FAQ for teens says there are no scheduled class times, due dates or deadlines: students decide when to study, how long each course takes and when to sit exams. Each course is broken into lessons; generally you read, take notes, complete assignments and take exams online. Supporting resources include digital study guides, self-check quizzes, educational videos and a Learning Resource Center that is open 24/7.

Two details matter for planning. First, Penn Foster sets a weekly limit on how many tests and courses can be completed; once you reach it, a temporary hold applies until the next calendar week. That stops anyone finishing in a few weeks, which is why the fastest typical path is about six months. Second, when a transfer-credit evaluation is still pending, the school advises not to “go too far ahead” until those credits are added.

Human help is on request. Students can message instructors, submit a case through the Learner Center, or book a one-to-one appointment; the FAQ says teachers are available Monday to Friday. Teacher hours by time zone are not published on the official site; the admissions phone line runs 10 a.m. to 7:30 p.m. US Eastern Time. For learners abroad this means studying is possible in any time zone, but a live conversation with staff will fall into US Eastern hours. If you want to compare this with schools that do run live lessons, our explainer on how an online international school works day to day walks through both models.

For minors, the parent or guardian enrols the student and should tell the current school or district about the switch. The school also warns that students of compulsory school age must make sure the program satisfies their state and local education requirements, or they may be treated as truant — worth checking with your district before you start.

Accreditation, diploma and college recognition

Accreditation is the question behind most “is Penn Foster legit” searches, and the official answer is detailed. According to the Penn Foster accreditation page, Penn Foster High School is accredited by the Distance Education Accrediting Commission (DEAC), which the US Department of Education lists as a recognised accrediting agency; by the Commission on Secondary Schools of the Middle States Association (MSA-CESS), for grades 9 through adult; and by Cognia. It is also an approved Category III non-public accredited online school with the Tennessee State Board of Education. You can look the school up yourself in the DEAC directory, the MSA-CESS directory and the Cognia Registry. The accreditation page also links to a DEAC Student Achievement Disclosure form for the high school.

Penn Foster is honest about the limits, too. The same page states that “no form of accreditation guarantees” another institution will accept transfer credits. The program pages add that some colleges may not recognise an online diploma for state financial-aid purposes, and that neither job placement nor college admission is guaranteed. Adults who complete the program at 18 or older may request a Certificate of Preliminary Education as extra verification, following the process in the student catalogue.

On college, the official FAQ says graduates can go on to associate and bachelor’s degrees, lists partner benefits with the University of Maryland Global Campus, Sophia, Southern New Hampshire University and National University, and publishes a list of colleges alumni report being accepted to. The diploma itself is mailed once all courses are passed and tuition is paid; there is also an optional yearly graduation ceremony. If a particular university or employer matters to you, ask them directly before you enrol.

Reviews and common concerns, answered honestly

Reviews of Penn Foster High School range from graduates who finished a diploma decades late to teens who found self-study harder than expected. Penn Foster publishes its own survey figures — for example, 97% of responding students saying they are satisfied (February 2025 survey) — and these are best read as the school’s own data. The same handful of questions comes up again and again; here they are, with what the school officially says.

“Is Penn Foster High School legit, or a diploma mill?”

The verifiable facts point to a real, accredited school: DEAC, Cognia and MSA-CESS accreditation, approval by the Tennessee State Board of Education, and a history going back to 1890. A diploma mill sells a diploma for little or no work; Penn Foster requires 21 credits of completed courses and exams, with a weekly cap on how fast you can go. Check the accreditor directories yourself — it takes a few minutes.

“Will colleges and employers accept the diploma?”

Penn Foster says many employers accept accredited online diplomas and publishes a list of colleges its alumni have attended. It also says plainly that admission is not guaranteed, that colleges set their own rules, and that some institutions may not accept an online diploma for state financial aid. The practical step: email the admissions office of the college you have in mind, or the HR team of the employer, before you enrol.

“Is it too easy?”

The program is designed as an accessible general diploma, and the course list (General Math, Consumer Math, Practical English and so on) reflects that, alongside Algebra II, Chemistry and Calculus. It does not offer the honors and AP depth of some other online schools. For a learner who wants to finish school and move into work, community college or a trade, that may be exactly right; for a student aiming at a selective university, a school with honors and AP courses may be a better fit.

“How much support will I actually get?”

Support is available but not scheduled: messages, cases, email and one-to-one appointments with teachers Monday to Friday, plus 24/7 online resources. Learners who are comfortable asking for help do well with this; those who need someone checking in every day often struggle with any self-paced program. Parents of teens may want to set a weekly routine at home.

“What if I need to stop?”

The full-refund window is short: 5 calendar days from enrolment. After that, refunds depend on lessons completed, tuition collected and the enrolment date, as set out in the catalogue and enrolment agreement. Read the sample enrolment agreement linked on the tuition page before you sign, especially if you choose a monthly plan.

“Can I enrol from outside the US?”

Possibly. Penn Foster says international eligibility depends on the program and where you live, that you may not need a US address, and that recognition of the diploma abroad depends on your country’s requirements. Ask admissions about your country before paying.

Alternatives to Penn Foster High School worth comparing

Excel High School. Also accredited by Cognia and MSA-CESS and fully self-paced, but priced per year by plan ($1,950 to $9,750 for 2026/27) with honors, AP and University of California A-G courses on the higher tiers, plus an adult diploma track. A better match if you want more academic depth or a college-prep diploma. See our Excel High School review.

The Keystone School. A long-running private online school from pre-K to grade 12, accredited by Cognia and MSA-CESS, priced per course with full-time years quoted at $1,800–$2,900. Useful if you want to buy only the courses you need or follow a fuller K–12 path. See our Keystone School review. Families who prefer a university-run option often also look at BYU Independent Study.

NIJIN GLOBAL ACADEMY (NGA). A very different option, and only for some readers. NGA is an online international school for children and teenagers aged 6–18, focused on Asia and Oceania, opening in September 2027 (planned), with free monthly trial classes from September 2026. If you are an adult looking to finish a diploma, NGA is not for you. For younger families, it offers small live dialogue groups of about eight students, subjects taught in English with a bilingual (English–Japanese) mentor, CEFR-based English levels and social co-creation projects with companies and governments. There is no entrance exam and no English requirement, and it can run alongside a local school. Tuition has not been published; NGA says it will be far more affordable than a typical international school, with no enrolment, facility or uniform fees. The limits are real: NGA is not yet accredited, cannot award a diploma, has no graduates or track record, and its timetable is built for Asia–Oceania daytime, so live classes may fall outside daytime for families in the Americas or Europe. Read more about why families choose an online international school and NGA’s curriculum and timetable.

FAQ

How much does Penn Foster High School cost per year?

Penn Foster does not charge per year. The whole high school diploma program has a list price of $1,639. On 4 October 2026 the official tuition page showed $1,089 if paid in full and $1,399 on the monthly auto-pay plan ($20 down, then $55 a month), both offers ending 14 October 2026; the mail-pay plan is $1,639 ($39 down, $55 a month). Each transferred high school course lowers the price by $20, and sales tax may apply.

Is Penn Foster High School accredited?

Yes. According to its official accreditation page, Penn Foster High School is accredited by the Distance Education Accrediting Commission (DEAC), by Cognia, and by the Middle States Association Commission on Secondary Schools for grades 9 through adult. It is also approved by the Tennessee State Board of Education as a Category III non-public accredited online school.

Can international students enrol?

It depends on the program and the country. Penn Foster says some programs are available internationally and others are not, that a US address is not always required, and that recognition of the diploma abroad depends on local requirements. Contact admissions about your country before enrolling. Studying itself is self-paced, so any time zone works.

Is Penn Foster High School worth it?

For a self-motivated teen or adult who wants an accredited US high school diploma at a low, published, one-off price, it can be good value — $1,089 to $1,639 for the whole program. It is a weaker fit for students who need daily live teaching, honors or AP courses for selective universities, or a longer refund window than five days.

What are the alternatives to Penn Foster High School?

Excel High School (accredited, self-paced, honors and AP options, priced per year), The Keystone School (accredited, priced per course, pre-K–12) and, for families with children aged 6–18 in Asia and Oceania, NIJIN GLOBAL ACADEMY (live small-group classes with bilingual support, opening September 2027, not yet accredited).

Choosing calmly

Penn Foster High School does one thing clearly: it gives teens and adults an accredited, self-paced route to a US high school diploma for one modest program price. The questions that matter most are what you need the diploma for, how many credits you already have, and whether you will study steadily without a timetable. Answer those first, check recognition with the college or employer you have in mind, and the right choice usually becomes obvious.

Tuition and admissions details were checked on the official websites on 4 October 2026. Schools revise fees every year — always confirm on the official site before applying.
